This method uses a top-border on the first element in the #wrapper (the h1) to soak up the footer height.
The #wrapper is then pulled through the top of the viewport with a negative margin equal to the footer height.
No IE8 or Opera bug fixes are being used at this point. The page should render fine in IE6/7 and FF.
